A committee meeting minutes template needs six blocks: the header, attendance, a numbered line for each motion, any public comment, the items carried over, and the adjournment. The copyable template below has all six, and then explains how to fill it quickly from a recording.
Requirements for minutes differ by state and by the body's bylaws. This template is a layout, not a statement of what the law requires where you are, and it is not legal advice.

What goes in a committee meeting minutes template?
Six blocks, in this order: the header, the attendance, the motions, public comment, the next steps and the adjournment. The header names the body, the type of meeting and the date so the minutes stand alone in a file.
Copy this and replace the angle brackets:
<BODY NAME>
<Regular / Special / Work session> meeting, <date>

ADJOURNMENT

How do I fill in a motion line?
Take the motion lines one at a time, always in the same order: mover, seconder, wording, vote, outcome. Fixed order is what makes the minutes quick to read and quick to check.
- Use the words that were voted on, not a paraphrase.
- Name the mover and the seconder every time.
- For a roll call, list each member's answer. For a voice vote, write "carried by voice vote" and add "no dissent heard" only if none was heard.
- If a motion had no second, write that it received no second.
Do committee minutes differ from full-board minutes?
Often only in what the body requires. A committee may record fewer details of discussion or follow different approval rules, and some committees only recommend to a larger board. Follow your own bylaws and your state's open-meetings law, which this guide cannot summarize for every state.
Can I fill the template from a recording instead of typing it?
Yes. Minutes Draft takes the audio recording of the meeting and fills the motion lines for you to correct. It splits the recording by speaker, you name each voice once from your member list, and it finds motions, seconds and votes spoken in the usual phrasing.
- Each motion comes out as "Motion by <mover>, seconded by <seconder>, to <wording>." with the vote by member and the outcome.
- A motion with no second is listed as "no second heard", and a vote it did not hear as "not heard".
- Anything it could not match is marked to check, and those motions are shown first.
- Output is a Word file or a PDF, labeled draft until you mark the minutes reviewed.
It does not write the public comment summary or paraphrase discussion; fill those blocks yourself. It does not cover closed sessions, so skip that part of the recording.
The sample on this page shows the result on a fictional meeting, with no account or card.
What should I leave out of committee minutes?
Leave out whatever your body does not require and could be read wrongly later. A short, exact record is easier to defend than a long one.
- Side conversations. Record the motion and the vote, not each remark that led to them.
- Opinions about people. Minutes record decisions and actions, not impressions.
- Anything from a closed session. Keep that in its own record, as your state and bylaws direct.
- Guesses. If you are unsure who seconded or how someone voted, check the recording or ask before you write it down.
What should I do after the draft?
Read each numbered line against the recording, correct names and titles, confirm attendance, and fill the blocks the software leaves to you. Then route the minutes through your body's approval process.

FAQ
Do committee minutes need to record each member's vote?
That depends on your state and your bylaws. Many bodies record roll-call votes by name, so check what yours requires.
How long should committee meeting minutes be?
As long as the record needs and no longer. Action minutes list motions, votes and outcomes, while summary minutes add the speakers on each item.
Can I use this template in Word?
Yes. Copy it into a document. Minutes Draft's own download is also a Word file, so you can finish the draft there.
Draft minutes from the recording, with every motion, second and vote
Upload the audio from your council or board meeting. Minutes Draft works out who said what, finds the motions, seconds and votes, and gives you a Word file to correct and post.
